In this article, I will share with you more information about Power BI Premium Per User (PPU) licensing, which costs R$128.00 on the Microsoft website and was created as a way to reduce the barrier of entry to access Power BI's premium features.
In this article, we will discover the characteristics of this type of licensing, when it is interesting and when it is not.

Power BI PPU (Premium Per User – SKU PP3)
Summary
The PPU (Premium Per User) license is an “Upgrade” to the PRO license, offering all the features that the PRO has and several more Premium features.
Many companies purchase the Power BI PRO license, but end up running into some limitation of this license, be it the number of daily updates, maximum size of the workspace or semantic model, or they need to use some of the Premium features, such as XLMA Endpoint, Datamart, Git Integration, Deployment Pipelines or some other feature.
However, the distance between Power BI PRO (R$ 65.00) and Power BI Premium (USD 4,995.00 or R$ 32,000.00) was huge and therefore, companies chose to change tools or try to live with the limitations. Then, in November 2020, Microsoft released the Premium Per User feature, which is also a per-user license and costs twice as much as the PRO license, and allows people with this license to access Premium features that were previously only available using a Premium capacity.
The big “gotcha” of this type of license is that you will only have access to Premium features if you change the workspace capacity type to Premium per User capacity. When you do this, only users who have the Premium Per User license will access the reports published in this workspace. Users with the PRO license will not be able to access reports published in this workspace, which could force the company to hire many more PPU licenses than planned and double the existing cost of PRO licenses.
The contracting method for this license is through Office 365.

What you can do with this license:
- Download Power BI Desktop (always free, even without an account)
- Create reports, connecting to any data source
- Publish reports to your personal workspace and shared workspaces
- Share reports with PRO and PPU (Premium Per User) users
- Use data streaming
- Configure personal and enterprise data gateway to update local data up to 48x per day (for each dataset)
- Use tokens and API to Embed a LIMITED amount of reports in third-party applications
- Use the feature Publish to the web (CAUTION: Use ONLY with PUBLIC data. NEVER, EVER use this feature with private data)
- Subscription to report by email (Anyone receiving it needs a PRO or PPU account)
- Use the generate secure link feature to Insert report on Website or Portal
- Use Dataflows
- Access or create applications
- Use paginated reports
- Use incremental update
- Use datasets sizes up to 100 GB
- Have workspaces with sizes up to 100 TB

Can I use Power BI Pro or Premium per User for Embeddar?
Yes, it is possible to generate tokens to Embed reports in a Pro or Premium capacity per User, but depending on the official Microsoft documentation:
“Tokens embedded with Pro or Premium Per User License (PPU) are for development testing, so a Power BI Master or Service Principal account can only generate a limited number of tokens.
Acquire a capability for incorporation into a production environment. There is no limit to how many embedded tokens you can generate when purchasing a capacity.
In development testing, you can use free embedded trial tokens with a Pro license. To embed in a production environment, you must purchase a capability.”
